How does the Quality Score relate to the CPC that the merchant is charged?

The Quality Score is not related to the CPC, but it is reported to the publishers to help them make decisions which campaign areas to improve.  Separate from the Quality Score is the quality discount factor that is used to reduce the cost to merchant if the publisher's quality is poor. There are more considerations that go into the quality discount factor than just conversion to sale.
